Dr. David Wiley calls it the Conspiracy of Silence. Parents, teachers, and elected officials coordinate messages around sexual health that are often lacking, misleading, or completely false. Young people fill the gaps with social media, pop culture, and friends, which helps explain high rates of STIs and unintended pregnancies. Treating sexuality as a moral issue rather than a public health issue has led to decades of negative outcomes.

Wiley spent years assessing sexual health programs in over 1,000 Texas public school districts, work that resulted in the groundbreaking report "Just Say Don't kNOw: The Status of Sexuality Education in Texas Public Schools." It remains the only comprehensive assessment of sexuality education programs in a state as large as Texas.

Dr. David Wiley is a health educator who served as a Professor of Health Education at Texas State University from 1989 to 2018 and founded the Texas Campaign to Prevent Teen Pregnancy.
